The Wagon Train Concept:
The “Wagon Train” concept as used in protective services, requires that we build a wall (circle the wagons) around the person being protected.
This procedure continues to be the basis for the majority of today’s personal protection operations.
Its primary drawback, in regard to protecting high profile dignitaries and corporate executives, is that the protected person becomes the lightening rod.
Being surrounded by an easily definable security team simplifies target identification for adversaries.
Furthermore, through limited surveillance, terrorists can determine the Organisation, its strength, procedures and routines.
Once targeting information has been assimilated, a plan will be developed; one, which will include an overkill factor to ensure the annihilation of the entire protection team.
The kidnapping of Dr. Hans Martin Schleyer, President of the Federation of German Employers’ Association and the simultaneous murder of his chauffeur and three German Police bodyguards. Demonstrated the dangers of the high profile security approach, and of the overkill concept so often used by terrorists.
The majority of today’s terrorist actions (kidnapping and assassination), that are directed at government officials and corporate executives, occur at or near their residences, places of employment; while en route to or from work, or at a scheduled stop.
Terrorists need targeting to successfully carry out an assassination or kidnapping.
To reduce visibility and to decrease the availability of targeting information, a low profile approach must be taken.
Low profile operations employ protective measures and techniques, which will not draw undue attention to the V.I.P.
They also disguise the size, strength, procedures and routines of the protective operation.

It should also include photographs of the residence taken from four sides. If no photographs are available, draw a detailed sketch of the exterior of the residence and include it here.
